So I don't really understand, what does this bill do?
In truth this bill does not help poor children.
This is the same SCHIP bill that President Bush vetoed, and rightly so, because it is a bill to give adults and illegals free healthcare - not children.
Remember the story about the family - Mom and Dad both work, two homes, two or three cars, and they want free healthcare -- this is the group BO is helping.
BO is determined to make this country into Europe and Canada where Socialized Healthcare is a dismal failure.
There are so many bills that could have been crafted to assist the poor, children and elderly with healthcare, instead - we get this.

If we are going to help poor-low income families--we should help they obtain better education as education is the key to getting out of poverty.

It's quite amusing when Americans try to point out that our healthcare is a "dismal failure" while millions of Americans can't afford healthcare. God forbid that you fall down the stairs or get one of your fingers cut off and be given two options, pay for the reattachment or live without your fingers. With healthcare coverage people pay for, they still don't get everything they need unless they're rich. Too much bureaucracy when it comes to making insurance claims. Nobody should have to go through with that.
Really, you shouldn't be comparing your healthcare system to ours nor Europe's when it's already in crumbles.

Also remember that in Canada (and Europe) people often wait a long time to see a doctor.

Right. Every healthcare has its pros and cons. So far, the pros outweigh the cons. There are serious flaws and they do need to be worked on.
For instance, certain drug treatments for cancer that are still being experimented with. Some people want to do it, but cannot afford it as it is not covered by the government. However, they can throw fundraisers to help raise money for the treatments if they want to. We've done it several times here in the community with a lot of success.
Not only that, the real irony of the healthcare in USA is that it costs approximately 3 times of what we spend per capita.
And here in the United States, we throw fundraisers constantly to help families with approved treatment costs because they are uninsured. We have to assist people with basic medical treatment for catastophic diseases all the time just because our health care system is so broken. Some people can't even get the treatment that has been approved and is effective.
