Hmm, what's city in state that you can guess that is mostly dog-friendly? But I checked on the list if they have Virginia so people can guess the city but they don't have Virginia in the list of 10. Good guess! ;) But I bet they are one of them but isn't in the list.

I would say Middleburg, VA which have many famous horse
country farms they love horses and dogs together

Also, Reston VA and
Alexandria VA (near Wash DC area)
