It looks like you have your hands full indeed...apparently if you're up to it, approach each neighbor and have a good but firm chat pointing out what things you've been working really hard on, only to have such tactics downplayed by a couple of neighbors who really isn't giving a 'hoot' what's going on at your end. Letting them know what you're trying to achieve just might 'open' their eyes and amend their ways that'll be most helpful and supportive as well as cooperating. If this fails to get the message across to either neighbor, then simply filing a report is the way to go just so these neighbors knows you mean business when it comes to striving to a level of acceptance and approval regarding your dog's behavior.
