Actually, it was shot in colour. They did it in order to get a specific look to the movie.
It's referred to in the Washington Post and other places as "the black-and-white silent film 'The Artist'."
If it was filmed in colour and then transposed to black-and-white, I don't know, but what you're going to see on the screen is a black-and-white film in the style of 1920's movies.
