The three-strikes law is already repealed (removed), that is why he was set free. It is not justify keep those who violate old law that is no longer on book remain in prison. That old law is GONE, why should Jeff continue to serve? That is whole point here.

FBI cover crimes against all of the nation, cops deal with local crime... As for who out ranks who... Depends on the crime but generally FBI...

County crimes, county government takes care of it
State crimes, States take care of it
Federal Crimes, Federal (Country) government takes care of it.

There are one exception there, if a state crime occurs within more than a state, Federal takes over, sometimes state and federal work together, depends on the case. For instance if a suspect murdered somebody here in New York, and drive down to Ohio and got busted, that is when Federal government step in, but state can either continue prosecute OR let Federal government deal with themselves.

FBI, do work with state but do not prosecute criminals if its only state law, and the suspect didn't cross the state line.

The FBI has limited jurisdiction; there are only certain crimes that they can get involved with, mostly if the crime involves more than one state. They are the Federal Bureau of Investigation, so they get involved with Federal crimes, not State crimes. States have their own state law enforcement agencies, such as the Georgia Bureau of Investigation or SC SLED (State Law Enforcement Division) or CT State Police.
