Thats true but you can setup your own dynDNS name or no-ip name. What you need to do is to create your own account with these two providers. Put created account names into your router and have these port forwarded to your Dlink videophone. Make sure your router is capable of using the dynDNS otherwise you will be forced to give your your IP to your contacts or get your ISP to assign you fixed IP for additional cost. I remember name was caughtup.dyndns.org but this is no longer work
It worked like a charm and I did it more than 3 years ago before I move to United States.
Dlink DVC-1000 (PAL version) is what I had used in Australia. NTSC based DVC-1000 are to be avoided as these dont work well with Australian TV.

PAL units can be purchased outside of the United States and will ONLY work with PAL televisions.

I had sent NTSC Dlink videophone out of United States to Ukraine last several years ago. It worked with PAL TV.
No problem
