If you lipread well, would you prefer to use an oral transliterator/facilitator for the small meetings?

Yes, actually, I ask the terp who does the larger meetings to mouth the words too.

Yes, someone basically sits directly in front of you and mouths all the words clearly so that you can lipread them. I've used it before. I didn't find it helpful because of the delay between sound and the words appearing on the mouth, since I lipread primarily by matching the sounds I can still hear to mouthshapes, so if there's a delay, it gets all messed up and confusing.
