Open the subtitles files with a video in a video player that supports them. However, you can open them with notepad. First open notepad, click file then open the srt file.

None of that I know but I usually borrow DVD movies with CC from my local library. It doesn't charge me anything but check your local library to be sure. All you need to show your library card (if you don't have one, sign one up from the library). My library loan time is 7 days or library will charge me a late fee after 8th days. Usually small late fee. Never happened to me before.
