Wow! And I'll bet there are about a million half-blind elderly folks on the road leaving accidents in their wakes!!!
I would definitely try to ally myself with your local disability agencies, since the laws and issues for the deaf should also apply to them.
Also, you could find insurance statistics on how deaf drivers compare to hearing drivers in accident rates---I only have heard that deaf are better at driving, but if you could prove it statistically....

That is true.
Here's a link to one report from World Federation of the Deaf---it has contact information on it as well. It's not the most up-to-date, but it gives an idea of where the world is as far as deaf civil rights.
