Apparently it was once tradition in Britain and Ireland that women may propose marriage on February 29th. I doubt it's much of a thing these days(in modern times) though so LoveBlue is right, women can propose to their fella any day of the year (and I've seen enough youtube videos to prove it...).

Some say it's also Sadie Hawkins Day where the girls get to ask the boys to a dance. A tad archaic imho.. both boys and girls ask each other in modern times though I remember my high school having the Sadie Hawkins Dance.

I had a 90 yo client and he was born on Leap Day and someone told him he didn't get older every year . The poor guy believed this , I tried to tell the person was teasing him but he didn't believe me.
 
I think there will always be a leap year every four years. Life goes on. :D
