With the name of "Kennedy" and "Springfield" on the top, I'd assume it'd be from Massachusetts. It's coil design reminds me of a distillation process (mostly associated with alcohol) but the result is returned. I haven't a clue what it would be used for!
Nice investigative work but you are on the wrong track.

That's odd... I never see like that one.
Look like lamp oil but I never understand coil or handle.

That's not common. Let me try to guess
Something like candle holder
not a candle holder but you are on the right track.

What is it and where is it? (and yes that is me standing next to it.)

Is it a statue infront of a Store based around Water Fowl Hunting?

rockdrummer, chocolate melt in holder ???

nope

Hint 1: It's filled with kerosene in order to serve its purpose

I wonder... test tube holder. Candle burn under brass.
I do not know what is good for purpose - maybe chemical lab or treat illness people

Hint 1: It's filled with kerosene in order to serve its purpose
Hint 2: Darkage's guess of a candle holder is on the right track
Hint 3: By using this it prevents you from having to re-light something over and over.

Rockdrummer is it one of the things you use under like buffet trays to keep them warm or use to go camping to cook on a mini gas stove
