This has been happening for many, many years now. And yes I do believe that it is a conspiracy between the government, the auto makers in the US and the oil companies! I was told that Chevrolet had the ability in the 50s with a special carb to get 50-60 mpg on cars but the parts were kept secret then destroyed. Paid off by oil companies probably and maybe the government too. Yes, the government regulations are also due to the government being paid off in my opinion. The reason US cars don't last as long as Japanese cars is because the US manufacturers want you to come back to them for service ($) or to buy a new one!
I agree it is a conspiracy. Anyone needing proof can come to Houston, specifically Pasadena, Tx. Here there are dozens of refineries and they stew out lord-knows-what into the air. Yes, there are regulations but the government is content to either not regulate or ignore the air quality test results. Going on now is a lawsuit by dozens of ordinary folks against BP, the same company that gave us the Gulf of Mexico mess.
People are getting sick through the release of seriously bad chemicals at a more-than-dangerous level into the air. Conspiracy between big oil and the government? Yes.
2 reason I assume, they block:
1. Small mean risk for people's life.
2. Too slow, doesn't meet highway, more like for city only.

You obviously have not seen the Smart Car nor Fiat on the road.
Remember, you don't want regulation for oil companies but you want it now.
It looks like you are flopping.

It was also rumoured that the traffic light sequencing (the 'green wave') was deliberately set to force cars to stop and start... to burn more fuel... to pay more tax.

Even though the sequencing on traffic light is fact, it was never intended to force stop to use more gas, actually the opposite is true. It was to force driver to maintain speed limits. If you go by speed limit you will get green light all the way. But if you go faster, you will reach red light. Maintaining speed limit actually saves gas.
