I'd say that supply and demand are what drive the oil prices up or down (aside from certain wars and other factors that could affect the volatility).

Try living in Alberta. We produce them right at home, yet our oil price is the same as any other Canadian and or American.
Albertans complain we pay too much for gas because we produce them right at home... should be cheaper right if we use our own oil? Unfortunately, their logic fails. Well, most of that oil is going to the Americans... if we keep them for ourselves, our economy wouldn't be as strong.
My job's salary aren't going to cover a fuel-efficient vehicle.
