I just visited the text version of this and they were certainly vocal in there. Maybe some are not so fluent as they claim to be, and couldn't understand the video?

I may be wrong, but I think he is a passenger in a right hand drive vehicle. It looks like he is in some other country where traffic is made for right hand, I notice he is in the other lane going opposite direction. If he was in the USA, the vehicle is supposed to be in the opposite lane and you would see cars passing the opposite direction in the video.
Just a hunch, lol, it may be he is not in the USA.

Nah, even though I don't know this guy, I know who he is; he is driving, most likely using his leg. He is in Washington State.
It is definitely 100% ASL not PSE nor SEE which they probably are more comfortable with.

Agreed. But if you ask, they will tell you they are fluent in ASL. If they can't watch this video and understand what Ryan is communicating without having to stop and start so they can try to interpret line by line, they are not fluent.
