If it is a club, yes, give him the award. The only "maximum" I'm seeing is his age.
But it seem to me she don't give out the ones who will not be on the next level, so if he decided not , then I can see why she wanted an dedication type of award.
I still wished he didn't feel he can't go on to the next level though.
She never indicated what kind of hearing loss he has or it's severity. It could be a very wise and mature decision for him. I don't see why she would go to this trouble if she wasn't supportive of him. I am making an assumption, I understand, however it does seem apt. Our personal opinions on his abilities not withstanding, wouldn't you feel singled out, getting an award when others do not, just because you're deaf? I know I would. But, that is my opinion.
