Was he using voice commands or sign commands or both at the same time while talking to the dog?

One of my dogs do watch TV and gets excited when he sees any animals esp other dogs on tv.

cool ... that was something in Australian Sign Language (Auslan) that i could understand (abit). My dog watches Tv too and gets excited when he sees other dogs, like your dog Kai Onca

That is very cool. My deaf dog does respond to sign, but I don't think he would notice if it was just a video picture. That dog I notice was a Border collie and they are very, very, smart.
