Should junk food ads be banned?

The government is facing calls to ban junk food ads in an effort to tackle rising rates of obesity. BBC News Online examines if it would work.
The UK, like many other western countries, is facing an obesity timebomb. An estimated one in four men and one in five women are obese.

The number of obese children has doubled over the past 20 years. One in 10 six-year-olds and one in six 15-year-olds are now obese.

Experts have warned that 40% of the population could be obese within a generation unless urgent action is taken.

Being obese increases the risk of developing cancer, diabetes and heart disease. It is responsible for 9,000 premature deaths in the UK each year.

In March, more than 100 of the country's leading health and consumer groups called on the government to ban junk food ads in a bid to diffuse the ticking bomb.

The groups, which included the British Heart Foundation and medical royal colleges, said ads were fuelling rising rates of obesity.

Culture Secretary Tessa Jowell has asked the television regulator Ofcom to investigate.

The Food Standards Agency has also been examining the issue. A report for the agency, published in September, concluded that there was a link between advertising and children's diets.

"We reviewed all of the research that has been carried out over the past 30 years," says Dr Gerard Hastings of the University of Strathclyde and one of the authors.

"Our review found that advertising can have an impact on children's diets.

"Our research is quite robust. It was quite extensive and it went through rigorous peer review."

The FSA has since suggested that there should be restrictions on food ads which target children. However, it has stopped short of calling for an outright ban.

New rules

In a consultation document, it says new rules should be introduced to "address the imbalance" between ads for healthy and unhealthy foods.

The FSA said the rules should apply during children's TV slots but says extending them "might also be justified".

"The food industry spends millions of pounds on these ads because they work. They have been very successful. They influence what children eat."

However, critics say the scientific evidence is not as clear-cut as some campaigners make out.

"I don't think the scientific evidence presented in the Food Standards Agency report supports its conclusion that ads are influencing children's diet," says Dr David Ashton, an epidemiologist at Imperial College London.

"I am not persuaded at all that there is a link. It is convenient to blame large food manufacturers.

"It is much easier than confronting the real issue, which is that decline in physical activity over the last few decades is to blame."

Those opposed to any outright ban on food advertising are quick to point to the experience of Sweden and the Canadian province of Quebec.

Both have strict laws outlawing food ads which target children.

However, Sweden has similar obesity rates to the UK. Quebec has similar obesity rates to the rest of Canada, where there is no such law.

'No impact'

"The bans have had no impact whatsoever on obesity rates," says Dr Ashton.

"Some people might want to say that Sweden and Quebec are not typical of the UK. That may indeed be the case.

"But they are the only live experiments on real people that we have and they have not shown any benefit."

Campaigners dismiss the comparison as simplistic.

"The ban in Sweden was never designed as a measure to tackle children's obesity," says Charlie Powell of Sustain.

"It was brought in in 1991 with the introduction of commercial television.

"Television advertising is just one part. You have to address all commercial activities.

"That is why we want a ban which would end all commercial activities through lots of different media, not just television. Television ads are just one part of it."

The authors of the FSA report shied away from calling for a ban on junk food ads.

"I wouldn't advocate that at the minute," says Dr Hastings.

"The danger of banning ads is that manufacturers will simply turn to other channels."

Dr Hastings believes rather than trying to censor ads, health chiefs should try to harness the power of advertising.

"Marketing has the potential to resolve what is an enormous public health problem," he says. "We should be harnessing it as a way of improving diet."

The government for its part appears to be quite reluctant to ban any form of food advertising.

Tessa Jowell has indicated she prefers a voluntary code for manufacturers and advertisers rather than any law.

"If that doesn't deliver then maybe the government should consider something more draconian," says Dr Hastings.

"But for the moment let this be a warning shot across the bows."

Nope. It's a parents job to educate their children about proper dietary choices. If you're honestly concerned as a parent about obesity, get your child -off- the tv and outside.. being a child. Playing, running around, ect.

It's parent's responsible to taking of children.

Oh damn, it was from smoking that used to show ads on TV in around before early 70's then banned it, same goes with beers but never show on children channel.

If Children are good health and can have little junk foods.
If Chidlren are not good health and kept constantly eating junk foods.. I will not approve this one. Unless this child must learn and eat try the health foods.

If Children who have diabetic and have require little junk food as sweet choco help boost their Energy. **Important for them** I do approve for good reason.

By the way, Parent have to responsible your child and kept them excerise and balance the foods health and little junk food. Will not harm. (I'll be approve like this) but commercial their business venture for. I wish McDonald must stop Commercial but nothing can do with their business venture monopolizing for children begger parent want go McDonald fast food.



If Parent cannot handle their children.. may result will get worst their poor health.
 
i agree with galaxy just be reasonable maybe like a treat on Saturday nite after a week of healthy food.... they won't bother as I remember when i was lil, my mom use to order pizza, all junk food on Saturday while watching the Maple Leafs... to this day.. we are healthy and eat well... if you avoid everything, kids will do it anyway from peer pressure... so sometimes a lil is a good thing. Not too much of sugar to make them hyper...

The gov'nt is working on with the school to provide healthy meals at school and also to ban those pop machine with juice and other healthy sources... I still think it has to come from the parents to instill their kids what's the right way to be healthy... or family bad eating habits is a norm for kids ...
 
don't know - the more the parents/guardians/faculty wants to ban the junk food commercial on the television - of course they will find a way to explain them the explanation why they should not watch that kind of commercial - of course, the children will develop their curiosity and lead them to become more sneaky and make an agreement with other children to find a way to the place to get that kind of food/snacks from the tv commercials. (so it lead them to develop more lies, tempts, n etc) you tell me if its worth it?

I think the child have the right to have the "knowledge" what's going on out there - the more they know, they'll become more smart :]


suppose - if you have a child, he/she wanted a piece of candy - you said no because it's bad for her/him. Do you think the child will just accept? or secretly accept and try to find a way to get the piece of candy? :O)
 
by the way - it's parents' responsbility to watch what their children eats. Don't let the children control you that they want the foods from the tv commerical.

Communication Key is right there - if parents actually do have time for their kids - they will sit down and have a wise conversation with child and explain the reasons why they should not eat junk foods, what it can leads, n etc show the child image of obese kids and see what happened to obese kids have kidney failure, heart-attack, and list goes on, you name it.
 
I voted " disagree " for one it's the parents' responsbility to watch what their children eats and what sort of snacks or junk foods they buy from the store or encourage them to lose the weight etc.. It seem to me that lately some parents who shield their children from everything in this world prefer to see some things being ban, that's what happening in today's world where parents want to blame someone or a company for influencing their children, they don't want to take the responsbility or the blame for allowing their children to eat unhealthy foods...
 
I agree with all of your posts here.

I agree that ban ads do not solve anything but I don´t know what TV in different countries alike.

Here in Germany, we have most TV commerical for healthy foods than junk foods.

Yes I agree that it´s parents responsible to take care of children´s eating habits.

I do take my boys to McDonald or King Burger sometimes in the past. Danny, my eldest son lost his interest in McDonald or King Burger since he learn what sort of unhealthy foods... He prefers pizza and Kebab donor. Alan, my youngest son loves McDonald or King Burger but I limit him with those junk foods and told him that some of foods in McDonald or King Burger are unhealthy... Danny told him as well... I can´t make him give burgers up... He can have it sometimes if he likes to. His last visit to King Burger was last December.

Parents need to learn to be responsible for what their kids watch.

I don't watch television that much. The junk food I decide to buy are what I happen to walk by when I'm at the grocery store. I don't buy it cuz I saw it on television.

What I usually buy after seeing it on a commercial are pizza delivery deals. Yet, I don't buy them often. For instance, I've seen the new cheesey garlic pizza from Domino's Pizza many times on television... but I've only ordered it once.
 
They should ban the junk food advertising on tv. I hear some kids wanting it badly. I do teach my kids about healthy food. I also tell them it's bad for them. My daughter very rarely watch tv. She's very well trim and loves to be outdoors. I've seen some kids at the store, having a hissing fit for not having any junk food. But some mothers let them have it and that means they get whatever they want.

i saw on cbs news about bans of kids eat and im sure mostly kids wouldnt eat more as fats so im sure kids need eat lease like as fruit and vegetables or not eat cakes,candy,whatsoevers for kids they will getting more fats!

im warning about kids getting bans for foods from school and also soda

mostly parents knew about bans foods and soda from school and im sure parents have rights for bans of foods.

if i have my own kids i will against school for bans foods and soda but i would suggestion my kids eat least as fruit and vegetables and plus least cakes not more twice cakes that it

Not all school are ban on it, its depends on school district.

At my high school, we are allowed to get soda for lunch time and nutrient, also there's some vending machines that can use for lunch and nutrient only, even no food or drink allowed in classes, plus in PE too. I like lunch service at my high school because more choice on food, varieties of soda (Coke and Pepsi) and vending machine.

Soda is banned during school hours, plus lunch time at all elementary school and middle school, even all choice is juice, that all for them.
 
Agree! I quit eating fast foods and became vegetarian right after I watch the Fast Food Nation movie. The REAL, they treat customers like shit, animals like shit, even the workers like shit. (according to Fast Food Nation movie) All they want is money. Imagine it as the cigarettes TV adversiting.

Fast Foods resturants should be FULLLLLLY banned! They don't treat their cows properly like traditional farms do!
