I have surmised that Voluntary Voice Off Deaf still have "ability" to speak but choose not too. Deaf Wantabees- new name to be use in the Deaf community,

That's what I was talking about. Deaf people are speechless because they can't speak? Wrong! Deaf people are speechless because they are shocked and don't know what to say? Makes sense. Even hearing people are speechless, too.
 
Hopefully "deaf persons" aren't "speechless" from not knowing what to "say" too much. Perhaps a "different condition" is effected.
 
In my dictionary-Oxford Canadian- page 784 SPEECHLESS adj silent; unable to speak because of great emotion.
The second condition isn't one's normally stance; One hopes!
My use was the first which is one's choice: caveat: assuming one can
