Officers patrolling Blaxland Road about 8.30pm (AEDT) last night noticed the boy walking alone and in a dishevelled state, police said.

Concerned for the boy's safety, they took him to Eastwood police station in an attempt to communicate with him and locate his parents but were unable to identify him.

This afternoon, police said the boy had been positively identified by a carer.

Police thanked the public and the media for their help.

It's possible that he's mentally handicapped and can't communicate very well. After all, the article says that he was identified by his carer. Sounds like he has someone to take care of him. It doesn't say "parents" or "guardian"... just "carer".

I still find it odd. people who are mentally disabled should at least know their name and address. It's all part of teaching them to be more independent. Getting dress, brushing your teeth, know your name and address (or teach them not to leave home without their wallet containing those informations) ... They should be taught these things. Sounds like someone is not doing their job with this boy.
