Can the deaf drive in Ecuador?

I tried googling for this info. to no avail. Can deaf people in Ecuador get driver's licenses and drive? I am moving there next year. Just wanted to make sure I know my rights as a deaf person there.

Ecuador is located in South America. How about Costa Rica? Anyone?
 
I have looked and looked and can't find anything definitive.
 
Surely you know where you are moving? Why don't you write a letter to the local government of the area you will be moving to and ask?
 
I haven't the slightest idea how to find out, but I wouldn't see why deaf wouldn't be able to get drivers licence.
 
I will ask a follow co worker who has traveled there. He is deaf...I will page him now.
 
My coworker just replied....he said, yes they can drive. He said that he has rented a car there without a problem. Mind you..he is Deaf with no speech skills.
 
I heard India ban deaf driving a car. My friend who is American rented a car with international Driving License, and visited their deaf school, you know what happen next.
