Mexican President Pena introduced many proposals, including permitting foreign interests to get in Mexico like... discovering oil. That is one of the most talked news in Mexico. Pemex is a state only oil company in Mexico and He wanted Pemex to open to private and foreign investments. Mexicans are divided over that. We'll see.

Reba, We have free exams, too. But they're not close to the same as the real exam. I played with the freebees and passed both car and motorcycle exams but the freebees to me weren't very good or close.

When you speak and write a different language, how in the world can you take a driver test? It's not just about the test but also about driving on the road and reading English signs.

It is not always case. My hubby is an engineer, so he has plenty Indian/Pakistan and Middle Eastern friends (they're all engineers and physicists in many different fields). They all speak English very well. Their first language is not English. They are quite educated in graduate/ph.d studies. But some lack practical skills. They can pass car written exams easily and can read signs doesn't mean they're good drivers.

My hubby's friend is in Ph.d engineering program and he needed a car to drive to an airport to other city because he missed a airport shuttle van. Hubby was going to let his friend borrow his car, but he wanted to test his friend's driving skills first. Well, his friend failed a driving test because he didn't bother to check his blind spot before changing the lane. He almost hit a semi-truck and other car. Hubby managed to reach a steering wheel to veer a semi-truck. Semi-truck driver was mad and honked. lol

Hubby had to explain it to him that it was always important to check your blind spot before you change the lane, but you know what his friend said? "That's what the mirrors are for."

My old friend's wife is a Korean, and she thinks she owns all of the roads. She can speak English and read signs, but her attitude... eh.. If you stop at red light and see no other car anywhere, you decide to run a red light anyway. The cop pulled her over and lectured her to not run a red light, but she complained to a cop that there is no other car anywhere and she had to wait for red light to change, and she thought it wasted her time. It wasn't her first time.

What about American tourists driving in a foreign country? How do they understand the road signs there?

Some people have lives and can't take time off to go to school even to learn something valuable: they work late, they have children and need to be home, etc. Some people are too embarrassed to admit they can't read or write...not every job requires a resume. I know it must shock people but there are plenty of jobs that don't require one...in some cases people have family fill out the resume online for them. There are many ways to hide a disability if that's your intent.

The requirement to get VR help in Alabama is stringent and they require you to understand the writing and reading before they help you to get a job.

Otherwise, if whoever is deaf person and don't know how to read and write so VR will happily send to adult school that isn't far from deaf school, blind school and deafblind/multi-disabilities school without any fees.

What happens if one fails the courses? Meaning VR won't help getting a job for that person who has a disability (deafness)?

There is no word for "fail" but adult school and VR discuss about progression.

If you aren't getting improved so you are going diagnose with intellectual disability.

If you have ability to take care of yourself, such as take bath, brush the teeth, cooking and cleaning so you should know how to read and write, otherwise, you are too lazy.

VR won't help if you are too lazy.

If you are saying that deaf people can't read and write so it means all of us can't read and write, so that hurt deaf community very much. You supposed not to say that deaf people can't write and read. If deafness is only one disability so they can learn how to write and read via deaf education and it is one of most effective method for deaf people know how to read and write.

My VR counselor told me it was very nearly impossible to get a job if you are deaf and not know how to read and write, so you are expected to know how to communicate with boss, manager, co-workers. The communication is KEY WORD that is very important, period and if you don't know how to communicate so I won't hire you, anyway.

FYI, Alabama is not California and we aren't friendly to immigrants who not know how to speak English, also anyone don't know how to read and write (exception of intellectual disability or brain injuries), will suffer in poverty and unemployment.

Having an education is your responsibility and you supposed know how to read and write, also it is extremely basic to do it.

Let me repeat...VR will get a job for deaf people who can't read/write when it's available. Such as a dishwasher, lawnmower, factory worker, janitor, etc. In other words, if VR won't help them finding a job because they don't know how to read/write, it discriminates against them.

As for hearing immigrants who don't understand English, that's between employers and them. You have no control over them.

Not really, not here because many employers don't want hire anyone if they don't know to communicate (read and write), so VR had to offer free adult school or program to help with read and write before find a job. Interpreter service in Alabama is very limited and it is not guaranteed if you will provide an interpreter so we have severe interpreter shortage. Don't discuss if you have no idea about crisis in our state.

For deaf people with intellectual disability or other disabilities that impair to read and write so VR have to send someone to assist to find an job and assist with communication. It is not guaranteed if they will be hired and it is extremely difficult for multi-disabilities to find a job.

In here, if you have deaf child who is intellectual disability or disabilities that impair to learning so it will be send to HKS instead of deaf school.

Deaf people with LD are exempted from strict VR policy (classified as multi-disabilities), but deaf people with LD usually have individualized plan and they get extra support from school. I know many deaf people with LD know how to read and write, but not perfect and there will be always struggling so that why they got extra support from VR.

Also, they get job coach to assisting with job as well.
