LOL, those deaf guys from other countries had no educational backgrounds and they were hired by USPS through vocational rehabilitation because they couldn't understand the questions on the exam since they couldn't read. At work, the gestures are very basic. No problem so far.

Such as a dishwasher, lawnmower, factory worker, janitor, etc. In other words, if VR won't help them finding a job because they don't know how to read/write, it discriminates against them.If you are saying that deaf people can't read and write so it means all of us can't read and write, so that hurt deaf community very much. You supposed not to say that deaf people can't write and read. If deafness is only one disability so they can learn how to write and read via deaf education and it is one of most effective method for deaf people know how to read and write.
My VR counselor told me it was very nearly impossible to get a job if you are deaf and not know how to read and write, so you are expected to know how to communicate with boss, manager, co-workers. The communication is KEY WORD that is very important, period and if you don't know how to communicate so I won't hire you, anyway.
FYI, Alabama is not California and we aren't friendly to immigrants who not know how to speak English, also anyone don't know how to read and write (exception of intellectual disability or brain injuries), will suffer in poverty and unemployment.

As for hearing immigrants who don't understand English, that's between employers and them. You have no control over them.
Your state is very shitty. I feel sorry for those deaf people with learning disabilities in your state. God bless them.Not really, not here because many employers don't want hire anyone if they don't know to communicate (read and write), so VR had to offer free adult school or program to help with read and write before find a job. Interpreter service in Alabama is very limited and it is not guaranteed if you will provide an interpreter so we have severe interpreter shortage. Don't discuss if you have no idea about crisis in our state.
For deaf people with intellectual disability or other disabilities that impair to read and write so VR have to send someone to assist to find an job and assist with communication. It is not guaranteed if they will be hired and it is extremely difficult for multi-disabilities to find a job.
In here, if you have deaf child who is intellectual disability or disabilities that impair to learning so it will be send to HKS instead of deaf school.
