built my new pc 3 week ago lol

simple. buy a preloaded computer if it's cheap but got a nice spec and then reformat it yourself.

He brought up about bloatware issues in his notebook so he said that re-format/clean install does solve the problem.

I believe we all know that we all use 2 terms - PC and laptop. If you want to call laptop as "PC"....

I am aware of that, yes. I dont thino w7 fixed the wei rating, it merely increased the maximum possible rating from 5.9 to 7.9, how it calculates the index remains the same. You can find out if you use a laptop that gets below 5.0 points in vista will get the same point in w7.

Yes a 4GB is purpose for multitasking and casual games. You will need a 6GB ram I highly recommended if you play high ended video games. anyway I really admire how you keeping stick the budget pc like I do.
 
4 GB RAM is just enough for me with 64 bit version of W7 and 30+ games installed.

I'm usually uninstall some games if they are growing on me and not need play anymore until in future as I feel like to play again in later.

In next 2 years, some new games may require 4 GB RAM to run so I know that I will upgrade to more RAM in later or move up to new custom built PC.

That is true, mostly games used ram under 4GB and for video edit stuff maybe 6-12GB power users as well.
