They always have and they always will. I don't think it is a matter of permission to do so.
I do believe Osama bin Laden took credit for the 1993 WTC bombings, no? So it was a long time before 9/11 that the United States knew this guy made good on his threats. He had the means to do so with his little army and his well stocked arsenal, paid for himself. I do believe Osama bin Laden came from a very wealthy family.
They cant just shut up for one day and focus on America's victory? :roll:

The military can't do whatever they want. They have standing orders and rules of engagement that they have to follow. They can't go or do anything they want. That's what I said. They have to follow orders. They can request permission to do specific things but even the requests have to follow the rules.Still not a matter of being given permission. It is a matter of being ordered. Quite different.
