Family Gave Cat Away After Neighbor's Complaints

JEANNETTE, Pa. -- Meow. A Pennsylvania judge is being asked to decide whether that word is a harmless taunt or grounds for misdemeanor harassment.

Police have charged a 14-year-old boy with that crime. Michael Loughner is accused of meowing whenever he sees his 78-year-old neighbor, Alexandria Carasia.

The boy's family got rid of their cat after Carasia complained that it was using her flower garden as a litter box. Now, she said, the boy makes meowing sounds every time he sees her.

He said he's only meowed at her twice.

"I've had to put up with this for three years," Carasia said. "As I walk by, I see Michael and his mother. He got on the porch and hid behind the bamboo screen and starts meowing. If I don't make this stop now, they're going to keep doing this to me. I shouldn't have to worry about walking out of the house and being harassed by this young kid."

Loughner said that on July 23 he went out to hold his dog so it wouldn't leave the yard as Carasia walked by.

"She was walking through and she kept looking at us," he testified. "I grabbed the dog so it wouldn't leave the yard. When I put my head down, I meowed."

He said that was one of the two times he's ever meowed at the woman, the Pittsburgh Tribune Review reported.

"As she walked in front of the house, nothing was said," the boy's mother, Sally Loughner, told the court. "He stepped off the porch to make sure the dog didn't get out. As he reached down and got the dog, he said, 'Meow.' ... She said, 'Do you want me to call the cops again?' I said, 'Go ahead, he hasn't done anything wrong.'"

There is a history of disputes between the neighbors, according to the paper.

Sally Loughner told the court that she ended up sending her cat to live with family members so that she could "keep peace in the neighborhood."

Defense attorney David Martin Jr. asked that the case be dropped.

"This should never have been filed," Martin said. "This is not something that police should be wasting their time with or wasting the court's time."

The judge heard from both parties Tuesday. He decided to wait 90 days before ruling, saying he'll decide what to do after seeing how the boy and his neighbor get along in the meantime.

It is harmless cuz I went thru it with my stepson one time when a neighbor calling him name and I called the cops. They didnt do anything cuz it was not a threat. :roll: So sound like this lady hate pets and didnt try to make the situation clear up with the neighbor. She is looking for a problem and/or attention.
 
Well I was at a Ballpark and a foul ball came by and i wrestled it from a kid.He and i got to the ball at the sametime.Then his dad came over to me and said ""Next time i see you wrestling a ball over any kid or mine in gonna kick your ass"" Then i went over to a cop and told him i wanna press charges on a threat on assult the guys dad made to me.The Cop told me Just because someone says hes gonna kick your ass doesnt consitutue a threat so i wont arrest him for it..And then he said ill tell you what i will do,,Ill talk to him and warn him if he does anything like attack you i will arrest him. See Saying ""Meow"" Doesnt hurt anyone just like anybody can make threats to you but saying it to you.But you cannot write a letter and say it to em or make threats over the phone cause thats a Federal law.But Theres no Law anyone making threats to you.Now if thats the case this proves cops are assholes.Its all about THE POWER OF THE BADGE Just Like Cops can speed 20MPH over the Speed limit and not get a ticket for it..Run Though a Red Light without flash lights on and not get a ticket for it.Park in a Fire lane to get a couple things out of store and not get a ticket for it.BUT YOU WILL!!!

My High Beam Headlights.He Wrote me a Ticket for having them on i told him i didnt realize i had em on.So He comment to me by saying I Dont Belive you and i dont care. .Then I said listen ,,Could you give me a warning then he said IS YOUR HEARING AID WORKING??!!! I said yeah then he told me sign the ticket..Then he explain what my options are. IT COST ME $115.Thats Why if this boy is found Guilty by the Judge I WILL PUT A CURSE BACK ON ALL OFFICERS..{Mod Edit: Comment removed}

I think it is harmless to say meow to old fart.... for what she had caused young boy problems by her complains,,, in other word.. he could sue her for making him getting rid of his cat... Word meow wont hurt anyone.. only stones will

Thats just the stupidest arrest. Old lady shuld have bought earplugs so she dont have to listen to cat meowing.
 
I think the boy should put on cat outfit and keep meowing at the old lady....I think he is pissed off at the old fart for making him get rid of his beloved cat. :pissed:
 
Oh sheeesh ... crazy news I ever heard. Let say the dog's name is Meow. Sure it's possible. In the past my and/or friends' animals' names ... "Trouble" ... "Buster" ... "Grumpy" ... "Spooky" ... etc etc. Ha ha ... Oh yes I called out aloud outside in the alleys or parks when I want them back to me. My old neighbors think it's sooo funny.

A neighbor should inform the parents of a boy that she feel being "harassment" by her instead of press the charge against him.

Its about respect, the parents should teach their children to not do that.... instead of let them to harass anyone as "revenage" because neighbor complaint that their cat use her flower bed as litter box... :roll: I think this siutation is really silly and childish.

I would not give my cats away to home because my neighbor complaint about my cats use their flower bed as litter box... I would do something INSTEAD of give my cats away to home and let boy to blame neighbor for that... :roll: Why can´t they have litter box in their house for their cat to use ?

I see no excuse to blame neighbor for that... because every neigbors has the right to say something what they don´t like what the people/pets did in their own property.. Its about respect.

All what I want to say is BLAME the parents to cause the problem!!!!

i kinda agree with the old lady. The article says its everytime the boy sees her. should she stay in her house all day? what if she wants to sit on her porch to enjoy the weather or somethin' and this boy keeps coming over and taunting her. if i were in her shoes and he was taunting me and the only thing it took to make him stop was to have him charged then she should.

Since the word 'bitch' is about female dogs and not a bad word, i think the lady should shout 'bitch' everytime she sees somebody from that family. When the kids grandmother comes to visit, this old lady should be outside yelling to the other grandmother 'bitch' and just keep saying it. im sure the kids family would have a problem if she was doing it to his family. its a punk ass kid being an ass and he should be if hes acting like a fool

And, for this boy, he needs to go to a rehabilitation program for a month to improve his behavior.
