American Veterans who are deaf needed to test new Google+ "Veteran Relay Service"

My name is Ken, I am not deaf. I am a veterans advocate and I am working with Google on a new Deaf veteran Relay. What makes this new relay so interesting, is that the Relay operators are Blind veterans who are in training to make accurate relay calls "Veteran to Veteran".
Please educate me about your community, as I am such a "newbie" its pathetic.

I am a fast learner however, and anyone who has contact with American veterans who are deaf, and who would agree to help us to tweak this new Relay service, provided by American veterans who are Blind, inside of Google+ can send me an email with an intro.

Can you explain how this system would work ?

Are your blind relay operators using refresh able braille displays on computers & ttys?

While I think this is an interesting idea, I'm struggling how to see how this would work efficiently etc.

I can understand a project to train blind veterans as relay operators. But . . . what I don’t understand is a separate relay for deaf or hoh veterans? Why not get both the blind and deaf/hoh veterans involved with existing relay services?
 
Let me attempt to try to explain:
Google+ has a feature called hangouts. This is a 10 person video conference feature that has a chat built in and an ability to also place a phone call. We envision a deaf veteran coming into a "hangout" where a blind veteran, using hot keys, can chat with the deaf veteran. the deaf veteran can then request that a phone call be placed to (anyone really) and the blind veteran will communicate with the deaf veteran via chat. Now, that's the 30,000 foot view, and its blind veteran working with a deaf veteran to do this process. That make sense?
