TTY can be connected to land line.

TTY might not be optimal for chatting but it's not that hard to type "9-1-1" on it.

My understanding is you can still dial 911 with phone or TTY connected to a working phone jack without a paid phone account because this emergency access is required by law.

I only use text relay, no video. Don't have a webcam on my desktop computer, don't have VP. I myself prefer text over signs. If I had the option for college classes, I would have taken live-captioning over an ASL interpreter. Text registers better in my head than signing does.
