I have a difficult time comphrending the number of deaths - why didnt the government give them a more clear warning? Such a tragedy
2 things - Villagers are poor and they live on day-to-day paycheck. In their entire life, they are probably so used to hearing warnings all the time and nothing happened. The government probably gave them advanced warning and the villagers choose to ignore it.
I can't remember where but this South American or Pacific Island village of several thousand people live right next to sleepy volcano that has been inactived for hundred of years. The soil near volcano is extremely rich in nutritions for plants.
All of sudden, the volcano woke up and it started to rumble. A team of American geologists gave out warning and the local government agreed to evacuate the town. The volcano's still rumbling for couple weeks... to months.... and still no eruption but it's still smoking and rumbling. The villagers were getting angry and restless because their homes were being robbed and they need to make a living. They forced their way back to home. A couple months later... the volcano finally erupted and handful of people died. Fortunately, majority of people made it back to safety because they actually participated in practice drilling of evacuation to safe higher grounds.
Another reason - reliable advanced warning? no such thing... if there was - we can predict where and when earthquake will hit. for now.... it's just a roll of dice :Ohno:
Yes it is a great tragedy to hear 20,000 died in one disaster. Understand that this is poor country... which means in poor area - there tend to be huge number of people bundling together in one area and their living quarters are poorly made which are extremely vulnerable to any scenario.
Here's even more tragic fact - water-related disaster is #1 killer of human populations. in 1970, a tropical cyclone killed 300,000 in Bangladesh. Yellow River flood in China killed approximately 1,000,000 - 3,700,000 people in 1931.
It's not government's fault for failing to protect people from these disaster. It's the people's CHOICE to live in those high-hazard area. They choose to live on dangerous coastal zone because it's their means of income (fishing, taxi, etc.)
