Do you know if she's in a deaf/ASL foster home?? if you got approved to do foster care and could get her in your home as a foster child first-- then you'd have more standing when/if she became available for adoption-- I know foster care can be tricky but there ARE many happy endings out...

OMG my little bro had so many of those!! There was a shop in the mall that catered to the kids w/TONS of those!!! I never quite got the jest of the game but figured it was like collecting stickers-- which is what we did way back in the day LOL
