Why Don't States need CC in Public Announcements

The secretary of my state has public announcements from times to time and right now he has one for senior citizens and retirement and there is no CC. I called the Office of ADA Act and was told it for only federal issues .
The secretary of my state had a public announcements about health issue
once and he had no CC . I strongly feel there should be CC in all state public announcements .
 
If your state receives Federal financial assistance, then it must comply with Section 504 law.
