It pretty much depends on who says it, and how they say it.
When Jeff Foxworthy says it, it's funny and rednecks enjoy it. 
When a Northerner says it and looks down the nose while saying it, that's an insult. 
When a redneck says it, it's either a challenge or a boast. :P
