What does this sign mean?

I'll try my best to describe it:

Imagine the sign for bicycle. Instead of moving the hands in a forward movement, rotate them backwards as if pedaling in the opposite direction. The elbows point outward. Instead of an "S", the hands form the letter "A".

This sign is usually done with a grimaced expression. I believe it means to be unsure or hesitant about something...
