I would like to buy a used telecaption or caption decoder. Since this need is quite urgent, I hope the item is in Canada. If it is in Vancouver, it will be the best because I can pick it up.
 
Why not buy new TV that have CC built in? for good 19 inch TV you could buy for less than 120 bux! And that would outlive your current antiqued TV.
Today TV is far cheaper than it was 20 years ago!
 
We have a bunch of 'old' ones that still work and will ship to anyone anywhere that sends us a mailing address and $10 for shipping and handling.

my high school have caption decoders, since some of TVs are still not accessible. They should buy modern TVs according to ADA...
