I work for a legal aid that provides legal assistance for low income communities. We are looking on how to communicate telephonically with clients who are hearing impaired, and it was suggested that I look into VRS technology.
It looks to me like a deaf user of VRS would need to be able to afford a computer & high speed internet connection - no? Is it likely that low-income deaf clients will have access to this type of equipment? Is more preferred and cost efficient for low income communities to use a text-based relay system, or even TTY machines (or is that completely outdated)?
