Who's at fault here? Japan or the commanding officer of the carrier?

I say it's both. All Navy ships have the capability to detect radiation and seal up the ship. Who on board did not think to prepare for something like this? The power plant was all over the news with reports of air and water contamination.

Japan had a tragic accident with wide reaching consequences for their population.

The US failed to take proper precautions.
 
It is reported that the Japanese government downplayed the amount of damage/leakage from the power plant. That contaminated more people (mostly in Japan).

The U.S. did fail to take proper precautions. Also, Japan refused to let the carrier in port further south to take on fresh water.

If you google fukuleaks it will pull up the best site I have found so far. It is huge and brings in a lot of different sources. It also provides some reporting continuity that is gravely missing from this international disaster that is still unfolding.

Botts, I agree and disagree with you. This was as major and perhaps as far reaching consequences as Chernobyl and BP in New Orleans combined. Japan knew exactly what was happening to its reactors. They sent their own people in improperly. They allowed it and their lying to flow all over. The US has our own coverups because they don't want to kill business (only its citizens). We made a decision LAST year we would not buy Alaska-caught salmon as false reports of Fukishima leaks (can't spell it and too tired to look it up) were being believed by the ignorant. I don't know what the final consequences will be because I don't think we've seen them.

We share the consequences because we're both relatively-high powered nations. We could've added more scientific teams to not help figure out a better solution with Japan. We chose not to as is often the case. Again refer to BP (not Bleeding Purist :) ). Our gov't knew the reality but the monetary consequences to big business was too big to release reality. The lies being allowed were absolutely astounding (or not... they were expected).

Don't anyone wonder why I'm such a skeptic. I've seen so many coverups through over a century, it makes me sick. And the one thing I am not is paranoid. It's all based on fact.
