If a deaf student wishes to learn Spanish, their CLT would be cueing the phonemes of Spanish, presuming that the class is being taught in spoken Spanish.  The CLT does not need to know Spanish, only the system for the phonemes. As far as the accent goes, I am of the opinion that the deaf student, barring personal nuances, would speak however it has been cued to them.
