I don't know about Texas, but voters don't have to pay for picture ID cards in South Carolina.
"Identification cards are issued to any persons at least 5 years of age and who are residents of South Carolina, and do not have a valid South Carolina driver's license or beginner's permit. You may apply for an ID card by completing Form 447-NC and presenting proper identification at your local DMV office. The card expires five years after the issue date. Identification cards are free to citizens who are 17 years of age or older. There is a $5.00 fee for persons between the ages of 5 and 16."
I don't know but it's available if they need it.What would a 5 years child need an ID card for ,school? I had an ID card in California when I first moved there b/c I did not renew my driving license before moving . I had to pay $25.00 I think and it was good for 5 years .
It will be interesting to see how this effect the result in TX election . People really feel it will hurt the Democrats b/c more poor people vote for them according to the news report.
The move was done to stop illegals from voting in U.S. elections. We had a similar problem in Massachusetts when they put to the voters about ending bilingual education. The short story is that kids were graduating without knowing any English. The bilingual educations were hired from the Dominican Republic and Puerto Rico and had no bilingual skills so the kids were taught in Spanish only. Romey wanted to use English only and provide extra assistance to kids who needed it. Just an FYI, in China people speak any number of languages. For example, you go to school in Hong Kong, it's Cantonese in the home and in the territory, but at school, from day one, only Mandarin is used. Hence, the children quickly learn Mandarin. Romey wanted the same thing in Massachusetts so kids had a shot of learning the language and getting employed.
Back to Texas - when the voters in Massachusetts went to the polls to vote on bilingual education vs ESL only, television film crews saw the supports of the political opponents smuggling in non citizens, Spanish speakers to vote in favor of bilingual ed. When it made the news, it was a huge embarrassment for the Democrats trying to use illegals to get their agenda passed.
Texas is a border state so illegals voting in elections and being coached on issues is a real problem. Additionally, for schools struggling with huge classrooms, the complaint from teachers is that they're burdened by a huge class size mainly filled by children of illegals - not just U.S. Citizen students. Since teachers are burdened by how well children perform on standardized testing, it's not hard to understand their frustration.

Some states enforce this law more than others and this is not only to keep illegals from voting . There are some people that try to steal other people votes to help their candidate win. I was told some people tied to do this in my city .
All states try to enforce the laws but it's overwhelming for the boarder states due to the sheer number of illegals and the people who help them break the laws.

If you renew your vehicle registration or driver's license, they usually send you the form along with voter registration application form/mail. You can fill it out and send it. No stamp is necessary.
When I show up at the vote location, I show them my DL and Voter Registration Certificate. Voter Registration Certificate is valid for one year.
If you write false information on the application, you will be charged with perjury. You will be imprisoned up to 180 days, a fine up to $2,000 or both.

That article didn't surprise me...but unfortunately, they're not the only ones doing this. They just got caught...
