That is a good question since I own a Deafie dalmatian myself. A friend of mine gave Pongo to me 2 years ago and I still keep him at my mother's house until we move to a dog-friendly rental house next month.
I had no plms with Pongo and he aint that scared of noises. However make sure that there is a fenced yard or keep the puppy with another dog for companion and guide.
It works well for Pongo to run with my mother's other dogs but take him out for walks on leash and get him familiar with areas before letting him loose with the other dogs.
BTW he doesnt scare easy if I sneak up on him. Just keep ur body on his line of vision.
