Kids have to reach a certain stage of development before they are capable of understanding that switching the orders of the numbers does not change the problem. Take most 4 year olds: if you ask them if they would rather have three quarters or 7 nickles, they will choose 7 nickles. They aren't old enough to think the problem all the way through. That is normal for 4 year olds.
