Yes they are but do they recieve implants right there? That's Jillio's point.The OP said sign language should be used as a last resort if nothing else works. That is such a wrong wrong point of view and I know that you told him basically the same thing.That kind of view (to the OP) is why many deaf children end up with poor literacy skills.
