How about a little challenge then? Find us a statistic that shows a difference in speed rate between a cell, a payphone which 911 is free and a local nearby landline to call 911 on.
I'd be interested to see the difference in all that.
Don't forget some cells have trouble spots in areas that may be out of range from a cell tower or mountains or areas that hinders cell waves.
