Sweater saves dog from fire

I'm glad the little dog will be OK. I'm wondering why such a tiny dog was tied to the porch with a rope in the first place?

I do not agree with this that all ! No responsible dog owner would leave any dog tied up outside especially a small dog. You can't leave a dog alone outside anymore b/c there been too many report of wild animals going into people yards.
