I'm totally agree with you on this...They should send drug and alochol addicts to rehabiliation instead of jail. They will NEVER learn anything positive in jail... And I disagree for send many low-level offenses to jail which is a waste... they should pay out of their own pocket... PENALTY FINE instead of rely on taxpayers...
