Two issues are being blurred here. There is the issue of how well does the CI work and the indirect effects of having a CI (such as being treated like a hearing). Those two are completely different to me. The anti-CI people are angry about how the CI is treated like a cure (which I've never experienced btw.) and the kid gets screwed because he gets treated like a hearing. However, some of them combine the two issues together and say that the CI doesn't work and makes children miserable. If the child is miserable, it has nothing to do with the CI, but rather the parent's high expectations of the child. It's no different from a child who is miserable because he cannot get A's, making his parents disappointed in him. I am not saying that ALL CIs work, but it's not fair to say that it's the CI's fault if a child seems to be miserable with the CIs.
