It could be just pecking order on the guilty's part. I was shocked to find that the Geneva Convention was violated thoroughly on the american soldiers' part in Iraq (( http://www.unhchr.ch/html/menu3/b/91.htm or http://www.redcross.lv/en/conventions.htm)). I think the Bush admin is just scrambling around frantically, even though they couldn't possibly know about the abuse - I'm sure they didn't order that. I'll just be optimistic. But I wouldnt vote for Bush this year anyway - there's no real leadership in the Bush admin IMO.
