Yet another chiming in. Handwriting being difficult for someone is not an especially uncommon problem.
The government is people. This is a local school board making this decision. It's not a massive conspiracy, the government isn't an evil conglomerate, this is just people saying "Eh, this is kinda useless anymore."
Since you're talking about Word, I'm assuming you're on a Windows computer. Start > Programs > Accessories > Paint.
