Project on Parenting

I am currently in a Deaf Studies class at college and my teacher gave us a project to raise a factitious dead child. The reason for me posting this is I wanted opinions on how you would raise this child. The child is around 3 years old and is from Cambodia. The project requires us to raise the deaf child from infant all the way to adult, including schools we will put her in.

PS: Any information you want to give is fine by me. Please speak your mind and don't hold back.
