Thats exactly how I feel, I think it can be a really good thing, but it is being misused way too much. I still feel that we, as a whole, cannot handle being able to have such a feature. There are people here, such as yourself, who can handle it, and give out reputations as seen appropriate. But in other ways there are members who are out to get other members and just disregard all proper behavior.
Im not the type of person to ruffle feathers, but I dont think this forum should encourage this kind of behavior, it defeats the purpose of the whole forum.
