Depends on your area. But my wife got one at Vocational Rehabilitation. It a place where they help people with disibilites including deaf people to get things like a TTY phone. May have one in the phone book in your local area. Make an app. there & have an interview & they can help you get a free one from the state mailed to you. I think the only thing you'll need is a Dr.'s slip proving that you are deaf so they can send it to the state (whichever one you live in). Its free.
