Good post but I would have to disagree with bold statement.


Sometimes they don't have time to think. For example, lets say they are looking for an armed thief or something like that and they know he is in area. If you happen to look similar or even pop out quickly and they see you. All they know is the thief is armed and have quick decision to make on the spot. They do not have time to check to see if you got HA or not. They would quickly yell instruction at you. That is why it is important to know what is going on around you and quickly put hands up where they can see you are unarmed. Probably wouldn't even hurt to get down on ground regardless if they are yelling at you or not but have gun out of holster and/or point gun at you.  If you give them no reason to be alert, they will do right thing.


However they are human themselves and will make mistakes. I wouldn't blame them if they shoot first and ask question later depending on what is going on if you give them reason to do so. It is our job to let them know we are unarmed and safely inform them we are deaf even if it means laying on ground while informing them of that. 


Better be on ground and not shot at than be shot at cause we are frantically pointing to our ears and signing.


One thing for sure except for very rare few, they have no desire to shoot as much as you have no desire to be shot at!
