Whatever you say, it's no excuse. Look what happened to him. It's NOT the first time. Deaf people get hurt by uneducated cops. For example, if I am a hearing cop and I am a son of the deaf parents, I would know what to do. The problem is that cops who are not a son/daughter of the deaf parents have no education about deaf culture. They are everywhere and they can hurt/kill you because you can't hear them.
I have posted the YT video regarding education for cops about deaf culture a while ago. I think it was uploaded by NAD.
